Photography rules at Perfume River: permits, drones and what to check
By the Cáo Studio team · Hanoi & Saigon · 2026-11-02
Perfume River in central Huế draws couples worldwide for its soft water light and historic temples framing the shore. Shooting there legally means securing a provincial photography permit (3–5 days notice to Huế cultural affairs), respecting the 5 a.m.–6 p.m. window before boat traffic peaks, and abandoning drone footage unless you've filed a month ahead with Huế aviation authority. We run this as part of pre-wedding and elopement packages: our Huế team handles all paperwork, time slots and safety checks before arrival. Most couples budget a full-day Perfume River session with 2–3 location moves along the north bank near Tứ Minh and Ích Viễn temples. Cost depends on whether you add makeup, styling or video; ask us for a quote on WhatsApp. Chat with us on WhatsApp
What permits do we actually file for Perfume River shoots?
Our studio submits a cultural activity permit to Huế City's Department of Information & Communication 4–5 days before your session. The form names the shoot date, location zone (e.g., Ích Viễn Temple shoreline), number of people, and equipment types—cameras, lights, tripods, no drones unless pre-approved. Processing is usually free; officials simply log the activity. Without it, security guards or plainclothes officers can stop you mid-session and ask for credentials. We've had couples delay shoots by 2 hours waiting for verbal clearance. Filing takes 30 minutes of our time and guarantees zero interruptions on the day.
The permit doesn't expire on a fixed date—it's valid for your booked session only. If you reschedule, we re-file. Bad weather is the only exception: we can shift the date once without re-filing if it's within 7 days of the original date.

When does the Perfume River light window actually close?
We schedule shoots between 5:30 a.m. and 4:30 p.m. because boat traffic and city noise spike after 5 p.m., and the tungsten glow from the suspension bridge (Tràng Tiền Bridge) washes out golden-hour colors we need. Early morning light (5:30–7:30 a.m.) is softest and gives the water a pale silver tone; midday (10 a.m.–1 p.m.) is harshest but works for bold, high-contrast looks. Afternoon (2–4:30 p.m.) recovers warmth without glare. We rotate couples through these windows based on their aesthetic preference: moody-romantic couples get sunrise slots; dynamic-playful pairs book noon.
The river itself is calmest at dawn—fewer sampans, less wind chop on the water. By 5 p.m., tour boats returning to docks create wakes that blur reflections and fill audio with engine noise for video couples.
Can we use drones over Perfume River safely?
Drones are technically banned over Huế city limits without written aviation authority approval. We rarely recommend drone footage for Perfume River because the approval window is 30–45 days and costs extra. Instead, we position our ground photographer on a bamboo platform near Tứ Minh Temple (about 8 meters elevated) to mimic aerial perspective without legal risk. The view is nearly identical: the full bend of the river, temples on both banks, the suspension bridge framed small in the background.
If you want true drone footage, we connect you with a licensed Huế pilot we've worked with (separate vendor, not our team). That pilot handles all paperwork and flies the shot after your ground session ends. Most pre-wedding couples skip drones and pocket the extra funds for add-ons like makeup refresh at the riverside or a second outfit change.
What safety and weather checks do we run before you arrive?
On your shoot morning, we arrive 45 minutes early. Our stylist checks the sky for low clouds (which kill diffuse light and make water look grey), wind speed (over 15 km/h whips hair and ripples reflections), and water level. After heavy monsoon rain (June–September), the river rises and floods temple steps—we shift the shoot 500 meters upstream near Ích Viễn where banks are higher. Our photographer tests light angles from three positions; if the suspension bridge casts a shadow over your first location, we move immediately.
We also scout foot traffic. If tour groups are dense, we negotiate a 20-minute window with boat captains to clear the shoreline for your shots. This works 70% of the time; the other 30%, we wait 45 minutes between groups. No refund—it's part of the on-ground reality of shooting a public space.

How do location changes within Perfume River affect timing and permits?
Our standard pre-wedding photoshoot includes 2–3 riverside location shifts—usually Tứ Minh Temple (closest to the main bridge), Ích Viễn Temple (quieter, more forested), and the bamboo jetty near Quán Ốc café. All three fall within the same permit zone, so we don't re-file. Moving between them takes 10–15 minutes by car. Each location has distinct light: Tứ Minh catches morning sun on the temple's red roof; Ích Viễn sits in dappled shade perfect for intimate poses; the jetty opens to full river and water reflections.
If you want to shoot outside this zone—say, at a riverside restaurant in An Cựu ward instead—we do need to amend the permit, which takes 1–2 hours. Plan accordingly: lock your locations at least 2 weeks before the shoot date.
Comparison: Key Checkpoint Decision Framework
| Timing decision | Best light | Boat traffic | Crowds | Our choice for which couple |
|---|---|---|---|---|
| 5:30–7:00 a.m. | Palest silver | Almost none | Solo locals | Quiet, intimate, water-mirror aesthetic |
| 9:00–11:00 a.m. | Neutral, bright | Light sampan traffic | Moderate | Clear colors, no mood filtering needed |
| 2:00–4:00 p.m. | Warm amber | Resume peak | Moderate–heavy | Golden tones, forgiving for skin |
| 5:00+ p.m. | Golden | Dense return traffic | Heavy | Not viable—noise, wakes, bridge glare |
What to Check Before You Book a Perfume River Shoot
- Permit lead time: Confirm your shoot date ≥14 days ahead so we file by day 10. Last-minute bookings (under 7 days) risk rejection or delay.
- Weather window: June–September monsoon season means cloud cover, humidity, and unpredictable rain. Have a flex date in mind; we'll reschedule at no extra cost within 7 days.
- Outfit count and changes: Each outfit change adds 15–20 minutes. Two outfits fit comfortably in a 4-hour morning session; three outfit requires us to rush or shift to a full-day booking. Confirm this before we file the permit, since the form notes expected session length.
- Makeup and styling needs: If you need makeup and hair at your location, we coordinate a stylist to meet you on the riverbank (or at your Huế hotel beforehand). Riverside touch-ups don't work well—humidity melts makeup and water spray is constant. Plan styling at the hotel; we do quick on-set refresh only.
- Video or photo only: If you want video, our operator needs a second camera position and 15-minute audio check at dawn. Video adds 1–2 hours to your booking window and complicates permit timing (officials need to know crew size). Mention this at inquiry.
- Footwear reality: The temple steps and jetty are wet year-round. Bring water shoes or plan barefoot shots. High heels are impossible and risky; we've seen couples slip badly.

Real feedback from our recent Perfume River couples
We shot 12 couples there in 2025. Three rescheduled due to rain and booked again at no cost—our pre-wedding package guarantees reschedule rights. Two couples asked for drones; we explained the 30-day lead time, and both opted for our elevated ground shot from the temple platform instead. One groom wanted sunset photos at 6:15 p.m.—we showed him our 4:30 p.m. sample gallery and he agreed the light was better earlier. Four couples added a second outfit; all ran 15–20 minutes over time, and we absorbed the overage (not a refund, but no extra charge). One couple's makeup melted by 8:30 a.m. in 85% humidity; we rescheduled their touch-up to the hotel bathroom and re-shot by 9 a.m. in 20 minutes.
The biggest mistake we see: couples assume Perfume River is "free" because it's a public space. It's not. Permits, time windows, and weather volatility mean you need a studio that knows the Huế system. Booking directly with a local Huế photographer might save a few hundred thousand on session fees, but most don't file permits or scout light angles beforehand—you end up with guards interrupting, harsh light, and no reshoot options.

FAQ
Do we need a permit if we're just visiting Perfume River and a friend takes photos?
No—casual tourist snapshots don't require a permit. Our permit is for commercial photography: a studio-led shoot with professional equipment, multiple outfit changes, and a scheduled time slot. If you're a couple hiring us, the permit is mandatory and included in our package fee.
Can we shoot inside the temples (Tứ Minh, Ích Viễn) without extra permission?
Temple interiors need separate temple-authority approval, usually granted on the morning of the shoot. We request this when we file the city permit. Expect a small donation to the temple (ask us for typical amounts). Most couples prefer the riverside setting—interiors are dark and cramped for couple poses.
What happens if the police stop us mid-shoot for not having a permit?
They'll ask to see credentials and may ask you to stop. We carry a digital copy of the filed permit on our phone; showing it usually resolves the issue in 5–10 minutes. If the permit hasn't been processed yet (rare), we can offer verbal confirmation of our filing. This has never resulted in a fine for us, but it's stressful. Always file on time.
Is it cheaper to shoot Perfume River compared to other Huế locations?
Pricing is the same across Huế locations (Huế Citadel, Thánh Ấn Pagoda, Tu Duc Tomb)—it's based on session duration and add-ons, not location. Ask us for a quote on WhatsApp. Perfume River involves longer commute time (45 minutes from Huế city center), so full-day bookings usually make the most sense financially.
Can we bring family along to watch the shoot, or will they interfere with the permit?
Family members can watch from a distance. The permit doesn't restrict bystanders—only the professional crew size. However, they do interfere with shots if they're visible in the frame or creating noise for video. We ask family to stay 20+ meters away during actual poses and rejoin during outfit changes.
