Photography rules at Thu Thiem riverside: permits, drones and what to check before your shoot
By the Cáo Studio team · Hanoi & Saigon · 2026-11-02
Thu Thiem (Thủ Thiêm) is a developing riverside precinct in District 2, Saigon, with wide walkways, modern architecture and garden spaces that look sharp in photos. Photography is permitted in public areas, but drones need airspace approval from Civil Aviation Authority of Vietnam (CAAV), and some zones near bridges and construction sites restrict movement. Most wedding and couple shoots work best dawn (5:30–7:00 a.m.) or early evening (5:00–6:30 p.m.), when light is soft and foot traffic is light. Cáo Studio files drone permits 7–10 days ahead and always carries permits on set. Ask us for a quote on WhatsApp if you're planning a couple photoshoot package or pre-wedding session there—we'll handle permit coordination. Chat with us on WhatsApp
Why we file drone permits and what they actually cover
We stopped guessing about drone rules after a shoot in 2024 when a military helicopter passed overhead at 6:45 a.m.—it's a real risk. CAAV (Civil Aviation Authority of Vietnam) controls airspace over District 2, and Thu Thiem sits in an active zone. We file permits 7–10 days before any drone work, declaring altitude (max 100 metres over residential), flight duration (usually 15 minutes per zone), and operator credentials. The permit costs time, not extra money to the couple, because we absorb it into studio overhead. What it covers: one operator, one aircraft, specific coordinates, specific date. What it doesn't cover: flying over the Saigon River (separate water authority rules), flying within 5 km of Tan Son Nhat airport (instant denial), or flying during rain or wind above 25 km/h. We check wind speed on the morning of the shoot via windy.com and tell couples by 7 a.m. if we're grounding the drone. Ground shots work beautifully anyway—wide-angle riverside walks, bridge silhouettes, garden geometry—so we never feel we're compromising.

Ground zones where anyone can shoot without paperwork
Not every photo needs a drone. We shoot 80% of Thu Thiem sessions on foot, and the best locations are free to use. The Landmark 81 promenade (near intersection of Ton Duc Thang and Road 1A) has open water views and modern steel structures that frame couples well. The Thu Thiem Park walking trail (east of Landmark, running north–south along water) offers soft green space and fewer crowds before 7 a.m. The road bridge near the roundabout at Ton Duc Thang offers perspective—couples walking toward the camera with the bridge geometry behind them reads very strong. We avoid the construction perimeter (fenced, marked clearly) and the private residential gates (Riviera Point, Estella, Pearl residential zones have security that sometimes asks to see ID). In five years, we've never been stopped in the public zones, but we dress professionally (studio t-shirts, camera ID lanyards) and keep moving. If security does approach, we smile, show a portfolio on the camera screen, and relocate within 100 metres. Most guards are used to wedding photographers and let us continue.
Timing, light and logistics: the hour-by-hour reality
We wake up at 4:30 a.m. for a 5:45 a.m. shoot at Thu Thiem. The couple meets us at Landmark 81 carpark (easier than trying to coordinate with a riverside pickup). We carry permits in a folder, two camera bodies, drone (if approved), two light reflectors and a small off-camera flash for backlit shots at 6:15 a.m. when the sun is still low. By 6:20 a.m., joggers start arriving, and we've usually finished the best uncluttered shots. By 7:00 a.m., the promenade fills with walkers, cyclists and fitness groups. We move to smaller paths (the internal park trails) from 7:00–7:45 a.m., where isolation is easier. If a couple wants to sleep in and shoot at 9:00 a.m., the light is hard and flat—the Saigon sun is brutal by then—and we have to work around crowds. We've learned to offer a pre-shoot briefing (WhatsApp the night before) showing the couple our proposed timeline, zones and backup locations if weather deteriorates. That keeps expectations honest. Late afternoon (4:30–6:00 p.m.) works as a second choice; we get softer backlit tones and fewer joggers, but street vendors start setting up, and the light changes fast (15 minutes to lose usable golden hour).

Comparison: Thu Thiem vs. Saigon's other riverside shoots
| Location | Light quality | Permit needs | Crowd timing | Best for | Cáo Studio note |
|---|---|---|---|---|---|
| Thu Thiem riverside | Golden at dawn, harsh 8 a.m.–4 p.m. | Drone permit (7–10 days) | Clear before 7 a.m. | Modern couples, architecture, minimalist framing | We shoot here monthly; permits are routine |
| Bitexco Financial Tower promenade | Even light, shaded early | No drone zone (5 km Tan Son Nhat) | Moderate 6–9 a.m. | Solo shots, family backups, urban reflections | No permit wait; slower process, more pedestrians |
| Saigon Skyline at Saigon River (near Ben Nha Rong) | Soft water reflections, evening best | Drone restricted (bridge security) | Clear dawn, crowded 6–8 a.m. | Couples wanting water silhouettes, heritage framing | Tighter space, permit-free but tight logistical window |
→ Choose Thu Thiem if you want modern geometry, uncluttered promenade and are willing to wake early. Choose Bitexco if you prefer mid-morning timing and no drone coordination. Choose Ben Nha Rong if silhouettes and water reflections matter more than space.

What to check before you book a Thu Thiem shoot
Before you confirm with us:
- Weather forecast: Rain cancels drone work and makes phone backups essential. We check 48 hours ahead and offer a reschedule if conditions look poor.
- Drone priority: Tell us on WhatsApp if drone footage is a deal-breaker. If you're flexible, we plan around permit timing and weather.
- Outfit changes: Thu Thiem has no indoor backup space. Multiple outfit changes mean bathroom breaks at a café (Landmark 81 ground floor has clean toilets). Factor 10 minutes per change.
- Guest involvement: If family or friends are in the shoot, brief them on the 5:45 a.m. start. We've had parents arrive at 6:30 a.m. thinking it was 6:30 p.m.
- Accessibility: Wheelchair users can navigate the promenade and main paths. Unpaved park trails are rougher. Let us know, and we adjust zones.
Day-of checks (we do these, but mention so you know the process):
- Permit printed and operator's license on person (us).
- Wind speed ≤25 km/h at dawn check.
- Saigon Skycam live traffic to route to Landmark 81 (avoid Peak Hour 7:30–8:30 a.m.).
- Backup location confirmed (we usually shift to the park trails if crowds surge or security appears).
Our couple photoshoot package includes one backup date at no extra cost if weather forces cancellation. If drone imagery is central to your vision, we recommend booking with a 10-day lead time so permits clear comfortably.
Real problems we've solved (and how to avoid them)
Problem 1: Couple arrives late, dawn light is gone. We sent a WhatsApp reminder at 9 p.m. the night before (time, exact location, carpark entry). Still, they hit traffic. Now we always confirm 24 hours and 2 hours ahead. If they're running 15+ minutes late, we start with the park trial shots (less time-sensitive) and move to promenade when they arrive.
Problem 2: Drone permit rejected. First time, we filed for 120 metres altitude; CAAV came back asking for max 100 metres. We re-filed; took 4 extra days. Now we file conservatively (100 m, 15 min per zone) and never ask for extensions on the day.
Problem 3: Security guard asked couple to move, made them nervous. Guard was polite, just doing rounds. We moved 50 metres, smiled, kept shooting. The couple was spooked for 10 minutes. Now we brief couples: "If anyone asks, smile and move—it's normal. Keeps the mood light."
Problem 4: Couple's outfit got wet from sprinklers on the park path. We didn't check the maintenance schedule. Now we text the local facilities office (listed on Landmark 81 website) and ask about irrigation timing, usually 6–7 a.m. or 4–5 p.m.
How we guide your choice: Thu Thiem vs. other Saigon packages
If you're deciding between a Thu Thiem shoot and alternatives, ask yourself:
- Do you love modern architecture and open space? → Thu Thiem; we'll file the drone permit and plan the 5:30 a.m. wake-up.
- Do you want zero coordination and mid-morning light? → Bitexco promenade (no permit, slightly busier).
- Do you want heritage and water reflections? → Ben Nha Rong district, but with tighter permitted areas and a narrower light window.
All three work for a pre-wedding photoshoot or couple session. We recommend Thu Thiem for engaged couples who want clean, contemporary frames and don't mind the early call. We recommend Bitexco for families and solo travelers who want flexibility and don't need drone footage. Ask us for a quote on WhatsApp with your preference, and we'll propose a timeline and backup plan specific to your dates and outfit.
Saigon location options: why we often recommend Thu Thiem over alternatives
Thu Thiem is 15 minutes by car from our studio in District 1 and accessible year-round. Hoi An riverside (2 hours north) offers heritage charm but requires an overnight or four-hour round trip. Ninh Binh's Tam Coc (3 hours north) gives limestone drama but only suits adventurous couples willing to travel. Saigon shoots within the city let us offer same-day makeup and hair services at your hotel via our makeup and hair package, then transport you to Thu Thiem for photos. Out-of-city shoots mean losing that convenience. Most couples booking with us choose Thu Thiem, Bitexco, or Ben Nha Rong and get ready in their Saigon hotel room—we do makeup and hair there, then drive together to the location.

FAQ
Do we need a permit to shoot photos at Thu Thiem ourselves?
No. Personal photography in public areas is free. Drones need Civil Aviation Authority approval (7–10 days), which we handle for clients. If you're shooting solo, drones are not permitted without that permit.
Can we shoot at noon or afternoon instead of dawn?
Yes, but light is harsh and crowds are heavy. 9 a.m.–4 p.m. at Thu Thiem is busy with joggers, office workers and tourists. We strongly recommend dawn (5:30–7:00 a.m.) or evening (4:30–6:00 p.m.) for professional results.
What happens if weather cancels the drone permit day?
We reschedule at no extra cost. Our couple photoshoot and pre-wedding package include a backup date. Ground photography proceeds rain or shine unless visibility is dangerously poor.
Can we bring family or a videographer to the shoot?
Yes. Mention this when you book so we can plan group logistics and timing. Extra guests don't affect permits but affect traffic flow—we brief everyone on the 5:30 a.m. start and no-parking zone etiquette.
Is Thu Thiem safe at 5:30 a.m.?
Yes. The promenade is lit, regularly patrolled, and we're always accompanied by a Cáo photographer and makeup artist. Landmark 81 security is nearby. We've never had a safety issue in five years of dawn shoots there.
